I always thought that an older decision, which has not been challenged or reversed ... was a good thing ... and that a precedent was in place ... However, not in these kooky times ...
I can't "call" this one ... my research has yielded that the position which Dan Gallagher presently holds is clearly invalid ... And, despite the fact that Jim Whelan was successful in challenging the attempt by a former City Council to hire its own budget analyst ...
My best guess is that Judge Armstrong will find a way to save Gallagher ... I hope I'm wrong ... We'll know soon enough!
